Founded in 2021 by Chaman Lal — a Dubai-based humanitarian and human rights advocate — Samaj Sewa Foundation (SSF) was built on a single conviction: that every citizen of Pakistan deserves dignity, opportunity, and justice, regardless of their faith or background.
Entirely self-funded, SSF operates on the ground across Southern Punjab and Sindh, delivering education, skills training, legal support, and community welfare to those who need it most.

Born from Conviction. Built on Compassion.
The story of a Dubai-based Pakistani who refused to look away from the injustice around him — and decided to act.
Where It All Began
Samaj Sewa Foundation was born not in a boardroom, but in the heart of a man who witnessed inequality firsthand. Chaman Lal grew up in Southern Punjab, Pakistan — a region where religious minority communities face daily barriers to education, employment, and justice. He watched families struggle. He saw children go without schooling. He saw women trapped in economic dependency. And he saw a system that, too often, turned away.
When Chaman Lal built his professional career in Dubai, he made a commitment: a significant portion of what he earned would go back to the communities that shaped him. In 2021, he formalised that commitment by founding Samaj Sewa Foundation — a civil society organisation built on the simple belief that service to society is the highest calling.
SSF began with a Holi festival — a deliberate statement that celebration, colour, and community would be at the heart of everything SSF does. From there, it grew into coaching centres for 500+ children, a vocational training centre for women named after Chaman Lal's late mother, a girls' library in Sindh, legal advocacy sessions, human rights documentation, and landmark policy reforms.
Every programme, every distribution, every case documented — entirely self-funded. Not a single external donor. That is not a limitation; it is a statement of commitment that few organisations can make.
Today, SSF is active across Punjab and Sindh, recognised by national institutions, and building a movement that believes Pakistan's diversity is its greatest strength.

Everything SSF does is anchored in a clear vision for Pakistan and an unwavering set of values.
The Pakistan We Believe In
“A Pakistan where every citizen — regardless of religion, caste, or ethnicity — lives with dignity, equality, and the full enjoyment of their fundamental rights.”
How We Get There
“To empower marginalised communities through education, vocational training, legal advocacy, and interfaith dialogue — building a more just, inclusive, and harmonious society in Pakistan.”
What We Stand For
Humanity First
Every human being deserves dignity regardless of religion, caste, gender, or ethnicity. Service to humanity is our foundation.
Inclusivity
We serve all communities. Our current focus is on marginalised religious minorities — but our vision is a Pakistan where no one is excluded.
Integrity
100% self-funded with complete transparency. We are accountable to our communities, not to donors. This will never change.
Resilience
We operate under resource constraints that would stop most organisations. Our commitment has never wavered.
Harmony
Interfaith understanding is not just a programme area for us — it is who we are. SSF was born at a Holi celebration.
Empowerment
We do not give charity; we build capacity. We train, advocate, document, and mentor — so communities can advocate for themselves.
One Founder. One Conviction.
Samaj Sewa Foundation is led from Dubai by Chaman Lal — humanitarian, human rights advocate, and the sole funder of every programme SSF delivers.

10 Free Coaching Centres serving 500+ minority children across Cholistan and Rahim Yar Khan — staffed by 15+ women educators from within the community.
Sponsor a Child →Why This Matters
In the vast, underserved regions of the Cholistan Desert and Rahim Yar Khan in Southern Punjab, thousands of children from Hindu Saraiki minority communities have no access to quality educational support. Schools are few, qualified teachers are fewer, and the resources needed to succeed are virtually non-existent.
Samaj Sewa Foundation launched 10 Free Coaching Centres in October 2024 — staffed by 15+ women educators from within the community — to change this reality. These centres provide free tutoring, educational materials, and mentorship to over 500 minority children, with a particular emphasis on girls' participation.

- 500+ children enrolled and actively attending across 10 centres.
- 15+ local women empowered as educators — dual impact: children educated, women employed.
- Addressing a critical educational gap in Cholistan — one of Pakistan's most remote regions.
- Community ownership — educators come from within the community, ensuring cultural sensitivity and continuity.
Future Goals
- Expand to 25 coaching centres by 2028.
- Introduce digital literacy and computer skills components.
- Formalise a teacher training curriculum for community educators.
- Partner with international organisations for co-funding opportunities.

The Shrimati Meema Ji Stitching Training Centre trains minority women in vocational skills — and sends every graduate home with a sewing machine and starter kit.
Sponsor a Sewing Machine →A Legacy of Love
Named in memory of Chaman Lal's late mother — Shrimati Meema Ji — this vocational training centre represents the most personal of all SSF programmes. It was built to honour a woman who embodied quiet strength, sacrifice, and love for her community.
The centre trains minority women in stitching and embroidery through structured 4-month batches of 10 participants. Each graduating woman receives a sewing machine and a starter kit — giving her not just a certificate, but the actual tools to begin earning independently from her home.

The Shrimati Meema Ji Girls Library & Empowerment Center in Umerkot gives minority girls access to books, a safe learning space, and mentorship.

In February 2025, SSF extended its operations to Sindh with the inauguration of the Shrimati Meema Ji Girls Library and Empowerment Center in Umerkot — a town with a significant Hindu minority population that has long been marginalised in educational access.
The Girls Library is more than a room of books. It is a safe, welcoming space where minority girls can read, learn, and grow — supervised by Jaya Jaggi and coordinated by HRWI Regional Coordinator Girdhari Lal. The centre holds events, reading sessions, and empowerment activities alongside its core library function.
